  I have decided to use my last 2 votes here. I'm going to encourage voters to move votes from the "...publish settings are saved..." to here because this item covers more ground.

  Well I didn't see it because the title was about backing up--poorly phrased, maybe. Plus, it misses the point about transferring snippets, UI settings, customizations, etc. I think it would be great to be able to transfer all the settings.
